The City of Los Angeles invites you to an Open House concerning the Northeast Los Angeles Hillsides Work Program described below. We invite you to attend and give us your input regarding the final recommendations for future hillside development in the Northeast Los Angeles area (expanded area beyond the original Northeast ICO boundaries).



The Northeast L.A. Hillside Work Program is the directive that resulted out of the adoption of the Interim Control Ordinance (ICO) by the Los Angeles City Council in December 2006. Its purpose is to review and assess issues such as the minimization of grading and soil erosion, protection of ridgelines and landforms, protection of plant life and wildlife, appropriate scales of development, and adequate vehicular access for residents and emergency vehicles in the Northeast L.A. hillside areas.

The City of Los Angeles Department of City Planning is holding a Public Hearing regarding the proposed Northeast Los Angeles Hillsides Zone Change.



The proposed zone changes will provide Design Guidelines and Development Standards for all parcels within the boundaries. The zone change will also develop Land Use Regulations that will promote appropriate development in the Northeast Los Angeles Hillsides. The zone change will be an implementation tool of the Northeast Los Angeles Community Plan, which is part of the Land Use Element of the City’s General Plan.


The Public Hearing will be conducted by a Hearing Officer, who will take public testimony and any written communication received regarding the draft zone change, to allow for formal input on the matter.


The Public Hearing will be held at the Lincoln Park Recreation Center.



Following the Public Hearing, a recommendation will be prepared for consideration by the City Planning Commission and City Council for action at a later date.
